It’s an empty block!
How can an empty block be "open" for inspection – you can walk up to it any day and have a look. The only reason I can think of is this – that a prospective purchaser can ask the real estate agent about the block.
I wonder if the agent still asks for your name and phone number in case anything goes missing.
